Pacific Northern Gas Ltd. began the environmental assessment process in September 2005 and the application for an Environmental Assessment Certificate was filed with the British Columbia Environmental Assessment Office on July 24, 2007.
The Kitimat to Summit Lake Pipeline Looping Project (KSL Project) by Pacific Trail Pipelines (PTP) is subject to review under both the BC Environmental Assessment Act (BCEAA) and the Canadian Environmental Assessment Act (CEAA). The Environmental Assessment Certificate application for the KSL Project was prepared in accordance with the approved terms of reference and Section 11 Order previously issued for the KSL Project by the BC Environmental Assessment Office (BCEAO). On June 27, 2008, provincial Environment Minister Barry Penner and Energy, Mines and Petroleum Resources Minister Richard Neufeld granted an Environmental Assessment Certificate to the KSL Project after considering a comprehensive review led by BCEAO. The certificate includes numerous commitments to be met by Pacific Trail Pipelines to protect the environment. PTP is expecting a decision on the environmental review for the KSL Project from the Federal Government of Canada in the fourth quarter of 2008. Pacific Trail Pipelines is committed to involving local communities and other interested parties through an open and interactive public consultation process that is fully integrated with the project review. The consultation and communications program includes First Nations, landowners, local governments, environmental organizations, relevant federal and provincial authorities, as well as commercial interests. Communication and consultation activities will be ongoing throughout the approvals process, construction, restoration, operation and maintenance.
During the environmental assessment review process, the Pacific Trail Pipelines’ pipeline looping project is under review as the Kitimat to Summit Lake Looping Project, (KSL Project) PNG’s original project name.
